The rating is adjusted efficiency margin: how many points per 100 possessions better than an average team the model thinks a team is, after adjusting for who it played. The order, the tiers and the plot below are all drawn from it.

The defensive axis is reversed on purpose: defensive efficiency is points allowed, so putting the low numbers at the top makes "up and to the right" mean good on both axes. The window is fixed rather than fitted to the season, so a team's position means the same thing from one year to the next.
