The tier a team lands in is a cut on its rank, not a judgement: the top 16, the
next 32, the next 52, and everyone else.
The rating is adjusted efficiency margin, which is how many points per 100
possessions better than an average team the model thinks a team is, after
adjusting for who it played. It is the same number the order, the tiers and the
quadrant are all drawn from.
